Kosovo’s Independence - A Bitter Reality

Politicians jumped on this. What’s better than running your own country. Politicians, when confronted with the question of universality of human rights, often tend to refer to the specific nature of the situation in the region and in individual countries, considering such behavior as politically useful. As long as in the political culture of a country the word we denotes only those belonging to one ethnic group; and as long one ethnic group claims special rights over another, there is neither understanding of human rights nor a modern sense of multi-ethnic citizenship as the basis for the national identity. Political stability in Kosovo required democratic, stable and functioning local institutions. The common objective was to build effective, transparent and accountable institutions to the benefit of all communities.

Politically, as we shall see, the Americans needed the Russians more than the Russians needed the Americans. Moscow’s calculus was that this was the moment to strike.

Internet information also cannot provide what is perhaps the most important element of operational planning: an understanding of human behavior. If the target is a person, the surveillance team is looking not just for static facts, but for patterns of behavior that will predictably place the target in an ideal attack site at a specific time. With democratic processes going on after the arrest of Milosevic in Kosovo it becomes more and more evident that Albanian leaders see Kosovo only for the Albanian ethnicity.
